During the times of early head hunting days due to constant threat against wild animals and enemy, the establishment of village during our fore-father days, the priest / head of the village secured high ground for the establishment of the village due to head hunting and attacked from other villages, the priest / head along with the villagers go to the place where new village is to be established, clear the forest and erect thatched wall with bamboos and making rite to divinity. A new village is going to be established, before that a male dog and a rooster (hedu-hu) are to be sacrificed and sprinkling the blood on the plots of the land and pray to their god for protection from wild animals and enemy head hunters during that period of time, and in this way our fore-father established a new village. Before vacating the old village, the village headman announced the day of departure to the newly established village, informed every household to make wine and prepared food for every household. After reaching the new village, the headman of every clan of the village to work together for welfare of the village. Every day needs of the village such customs, rules, and spiritual rituals and social economic life.

In this way our fore-father used to establish new villages during early days and the village headman is the unshakable head and voice of the village and takes the final decision in the administration of the village set up.
